If nothing else seems like a close issue match,
then you can use #government.

For example, if you send a reply to @cxs
including *login in the message, we will send a new private, direct message with
a fresh, encrypted login link.

How It Works
Once you set up your contact information and understand the very simple routing format, all you have to do is send a reply to @cxs using your Twitter page update function, and your messages to Congress will be delivered immediately, with nothing else for you to do. The process flow is this:
1) If you START by following cxs at http://twitter.com/cxs that is the most efficient way to get set up. You must become and remain a follower of cxs to use the system.
2) To send a message to all your members of Congress, send a reply to @cxs from your regular twitter update box, or anything that feeds into that function.
3) For ultimate delivery the reply must include in its text a routing tag, usually an issue tag starting with a number sign like #health, or it could be a preassigned special issue tag like #p963. A list of all standardized issue tags can be seen in the left column.
4) When a reply comes in, we first check to see if you are a follower of cxs. If NOT you'll get a simple reply from a different Twitter username (outgoing_ONLY) asking you to follow cxs at http://twitter.com/cxs. After you become a follower of cxs the process picks up again a couple minutes later at the next step. Do not reply to or try to follow the outgoing reply to you only "outgoing_ONLY" Twitter account.
5) If have not set up your contact information (required by them) to be used along with your message(s) to Congress, we will then send you a private, encrypted link by Twitter direct message that will log you into the configuration page, the first page of this site. Encrypted links expire 48 hours after they are generated. The form CANNOT be submitted the first time without a verified good encrypted link, which also prepopulates your Twitter name. You will only have to set up your contact info one time for all future submissions.
6) If this is your first time and you have already sent a reply to @cxs, after submitting the contact info form you will be taken to a page to view your message queue. If there is no issue tag (required) in your message, or there is something else that needs to be added so that it is deliverable (for example must be at least 40 characters unless you are using a special issue tag), the form will dynamically coach you and you will quickly grasp the simple requirements. Turn any red status lines to green, and submit the form by clicking on "Finish/Deliver Message(s)" to deliver your messages.
7) When you send subsequent reply messages to @cxs, we will again check to make sure your reply contains an issue tag, and to make sure it is at least 40 characters long. If you are replying with a preassigned special issue tag there is no minimum character length (that is, personal comments not required). If you're good to go we will send your messages right away. Otherwise we will send you a new private, encrypted link by direct message, that will log you back into your message queue page and you can edit however you like.
8) If you need help, you can send a reply to @cxs containing the special help tag *help, starting with an asterisk, not a number sign (#). This will tell us that message is to be delivered to us, not Congress, but is otherwise handled as from step 7.
9) If you ever visit http://tcxs.net again after initial contact info set up, the contact info form will prepopulate by cookie and automatically log you in case you want to change your contact info. This can only be done and seen from your OWN computer where the original cookie was set. If you need a fresh encrypted login link, send a reply to @cxs with the special help tag *login, and we will send you one in a private, direct message to your Twitter account.
